Second United Nations World Summit on Social Development in Doha, Qatar
President Milatović underscores solidarity, inclusion, and the role of small states in shaping global progress
The President of Montenegro, Jakov Milatović, participated in the Second United Nations World Summit on Social Development, which was convened in Doha (Qatar) from 4 th to 6 th November 2025. The summit brought together high ranking state representatives, international organisations, and experts from around the world, providing a unique platform for the exchange of experiences, the formulation of policies, and the strengthening of international cooperation in the field of social development and sustainable progress. During the summit, President Milatović emphasised Montenegro’s commitment to fair development and global solidarity, underlining the importance of social cohesion and equal opportunities for all citizens. Throughout the summit, Montenegro also showcased examples of its reforms and policies that promote inclusiveness and equality of opportunity, demonstrating that a small country can have an impact on the global stage and contribute meaningfully to international initiatives for social justice. In addition to the official programme, President Milatović held a series of bilateral meetings with leaders and representatives of various states, including a key meeting with His Highness, the Emir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani. The President extended an invitation to His Highness, the Emir of Qatar, to visit Montenegro next year, when the country will celebrate the twentieth anniversary of the restoration of its independence and the establishment of diplomatic relations with the State of Qatar—an invitation that the Emir accepted. These meetings reaffirm Montenegro’s dedication to strengthening bilateral relations and promoting international cooperation. President Milatović’s participation in informal discussions with representatives of other states and international organisations further strengthened channels of communication and the exchange of experiences. The summit demonstrated that Montenegro, through strategic and well considered engagement, plays an active role in global initiatives and positions itself as both a relevant and reliable partner in international processes.
