The title of European Youth Capital is intended to enable young people to actively shape life in their city through innovative programmes, cultural events, and community strengthening. Podgorica’s candidacy for EYC 2028 was guided by the slogan “Young People Create the City” a strategic direction that places young people at the very centre of decision-making processes and urban development. The Podgorica 2028 programme is focused on several key segments that will yield long-term benefits not only for the Capital City but for Montenegro as a whole. The priority is strengthening youth participation, whereby mechanisms for the direct involvement of young people in the creation of public policies will ensure that their voice is heard and that they have a genuine impact on the future of their city.
A key element is the encouragement of innovation and creativity through the development of incubators, creative centres, and support programmes for startups, thereby enabling Podgorica to become a stronger hub for young entrepreneurs and artists, generating new economic value. Additionally, emphasis is placed on improving sustainability and green initiatives, as young people will be the driving force behind projects aimed at environmental protection, as well as on promoting well-being and mental health, with particular attention to social inclusion programmes.
